Employer requirements for hiring third-country nationals:

Croatian employers must meet specific conditions to obtain a work and residence permit for non-EU workers. These include:

  • Registered business activity related to the position being filled
  • Fulfilled financial obligations, including income tax and social insurance contributions
  • Minimum turnover requirements:
    • Legal entity: at least €10,000/month (average over the past 6 months)
    • Natural person: at least €15,000/month (average over the past 6 months)
    • Seasonal work: at least €15,000 total in the previous season

  • At least one Croatian or EEA national employed full-time in the past 6 months
    (or in the previous season for seasonal employment)
  • At least 25% of the total workforce must be Croatian or EEA nationals
  • Mandatory ratio of domestic to foreign workers:
    • Non-shortage occupations: max 16% foreign workers
    • Shortage occupations: max 8% foreign workers

  • Clean record with no convictions related to employment or social security violations

Step 1: Initial Assessment

Step 2: Recruitment

Our recruitment model is tailored to the client’s specific requirements:

Model 1: Recruiting candidates from their country of origin to Croatia. Includes assisting the client with accreditation by authorities in jurisdictions where it is required before employment.

Model 2: Hiring foreign workers who are already in Croatia, from our in-house
database.

Step 3: Pre-employment Process

We coordinate all procedures based on the client’s preferences:

  • Medical checks in Croatia or country of origin
  • Complete document collection for permits
  • Processing of residence and work permits
  • Visa application assistance for entry to Croatia
  • Travel arrangements for workers
  • Assistance with worker accommodation

Step 4: Onboarding & Implementation

We ensure smooth integration and post-arrival support:

  • Orientation and integration support for workers
  • Administrative support after arrival
  • Post-employment client assistance if needed
